The fourth entry adds destructible terrain and full aerial combat, which loosens the ground-bound formula and finally gives the larger Devil Fruit powers room to land properly.
The story mode compresses the manga hard and skips arcs outright, so it reads as a highlight reel rather than an introduction. The loop repeats, as musou loops do, and the endgame is thin once the roster is unlocked. For a One Piece reader it is the most complete cast the games have offered and it supports co-op for four. For anyone else the appeal runs out quickly.
