Indie here means the development team is small, not that the games are. Manor Lords, Ostriv and Songs of Syx are each the work of one developer, and Dwarf Fortress is two brothers who have been at it since 2002. Several do have indie publishers behind them, Hooded Horse and Kitfox Games among them, which is often how games this ambitious get finished at all. The list spans gridless medieval towns, Soviet supply chains, beaver hydrology and a Roman water network, because indie city building is a spread of ideas rather than one formula.
